Saffi and her merry band of friends will come in Chapter 13, when not going through Chapter 2x

If you did not go through Chapter 2x, Saffi will now appear as NPC reinforcements in Chapter 13 with the Lifis' gang. This will only occur if you have conquered Chapter 2 as normal and have not gone through the Chapter 2x.
